Buying Specialty Chemicals or Powder Coating? The Pre-Order Checklist I Use Before Every PO
Five minutes of verification beats five days of correction. That isn’t just a saying—it’s the summary of my purchasing job since 2020. I handle buying for a mid-sized manufacturing site: specialty chemicals, coating raw materials, water treatment polymers, and other process supplies. We order from a handful of manufacturers; Kemira is one of the suppliers we buy process chemicals from, though much of this checklist applies to any chemical vendor. I manage roughly 60–80 orders a year—maybe $1.2M in spend, give or take—and I still make mistakes when I rush. Most of those mistakes were avoidable before the PO went out.
This article is for non-chemist procurement people. I’m not a formulator or an EHS specialist, so I can’t tell you which resin or which plasticizer is right for your application. What I can tell you is how to verify what you’re actually ordering, from whom, and at what real cost.
Before a price means anything
Step 1: Start with the manufacturer’s official homepage. I don’t start with the first search result that says “Kemira” in bold. I open the manufacturer’s official homepage directly—for Kemira, that’s kemira.com. Why do this first? Because the official homepage usually shows current product names, local entity names, and technical documentation. Distributors often quote old product names by accident, not by malice. If a product has been replaced or renamed, you want to find that out before you order, not after the truck arrives.
Step 2: Verify which legal entity is actually selling. This sounds like a finance issue, but it’s a procurement issue too. When we order into Indonesia, for example, I ask: “Is PT Kemira Chemicals Indonesia the legal entity on the invoice, or are we buying through a trading company?” I compare that against the entity listed on the official homepage and on the business registration. I once had a shipment stopped because the supplier’s invoice came from a different trading company than the one we qualified. The chemicals were fine. The paperwork wasn’t, and we paid for it.
Step 3: Read the technical data sheet before asking for a quote. If the salesperson can’t point you to a current TDS with a revision date, that’s a warning sign. A vague answer like “it’s the same as the old one” is not good enough. I ask for the document first, read it, then ask for pricing. That order matters: price discussions are meaningful only when you know you’re comparing the same kind of product.
Safety and specification are procurement issues, not lab issues
Step 4: Get the SDS and read sections 2 and 9. One common question I hear is: “Is powder coating flammable?” I don’t answer that by memory or by guessing from the product name. I look at the Safety Data Sheet. Section 2 lists hazard classification, and Section 9 lists physical and chemical properties—including flammability-related data. Some powder coatings can create combustible dust under certain conditions, while others may not be classified as flammable at all. The SDS tells you which one you’re dealing with. Under OSHA HazCom 2012 (29 CFR 1910.1200(g)), suppliers are required to provide a current SDS for hazardous chemicals. If a supplier can’t produce an SDS before you place the order, treat that as a disqualifying red flag, not a minor inconvenience.
Step 5: Don’t order by product name alone. “TBC” is a good example. When I need to buy low volatility plasticizer TBC, I don’t write just “TBC” on the requisition. Tributyl citrate has the CAS number 77-94-1, but the generic name is not enough. I verify the specified grade: assay, acid value, water content, color, and any application-specific requirements. The same principle applies to powder coating materials. Two quotes can both say “polyester powder” and still refer to different products with different curing behavior and performance. Compare technical data sheets, not just product titles.
Compare the right price, not the cheapest number
Step 6: Compare total landed cost, not price per kilogram. When someone asks for wheel powder coating prices, the common approach is to collect three quotes and compare per-kg numbers. I no longer do that. Freight, minimum order quantities, payment terms, customs clearance, and documentation costs change the picture.
One example from my own records: a supplier quoted a wheel powder at roughly 17% less per kilogram than our incumbent supplier. The product passed the initial visual check, but it failed the salt-spray requirement for that particular wheel finish. We re-ran the batch and ended up paying more than if we had ordered the slightly more expensive material in the first place. That was a $4,000 lesson, give or take. The price per kilo is only useful if the specification and the total cost are comparable.
The final checks before money moves
Step 7: Ask for a batch-specific Certificate of Analysis. A CoA that arrives after the shipment is not helpful if the product is already in your warehouse. I request a sample CoA with the quote. A real CoA includes the batch number, issue date, test methods, and measured values. A generic one-page document with empty boxes is not a CoA—it’s a decorative PDF.
Step 8: Run a small trial before scaling up. This is the “prevention over cure” step. Most suppliers will send a sample or sell a trial quantity. If a new supplier won’t supply a small quantity for testing, I won’t order a full truckload. I’ve seen too many urgent orders turn into expensive experiments. A small trial may cost a few hundred dollars; a full failed batch costs weeks.
Step 9: Check shelf life, storage conditions, and delivery date before you place the order. Specialty chemicals are not like office paper. Emulsions can settle, defoamers can separate, and some products are sensitive to frost or heat. I ask the supplier to confirm the manufacturing date and recommended storage conditions in writing. (Should mention: we once accepted a discounted batch of polymer emulsion that was already eight months old. We saved money on paper and lost more than that in performance testing.)
Mistakes I’ve made so you don’t repeat them
Here is the part of the checklist that comes from experience, unfortunately:
First mistake: assuming the distributor has the same documents as the manufacturer. They don’t always have the latest SDS. Now I ask, “can you send the manufacturer’s original SDS?” If the distributor sends a version with no revision date, I ask again.
Second mistake: letting the rush order skip the verification steps. When someone says “we need it this week,” the instinct is to order fast and verify later. But a wrong rush order is worse than a late order. Five days of checking can save five weeks of correcting. At least, that’s been my experience with mid-sized chemical orders—if your orders are much larger or involve custom formulations, you probably need a more formal supplier audit too.
My experience is based on managing 60–80 purchase orders a year with mid-sized vendors and manufacturers. If you’re buying in very different volumes, your process may need more steps—but the principle stays the same: verify before you buy, not after you’ve already paid for the mistake.
Technical reading notes
When applying this update to a water treatment program, review site water analysis, metallurgy, target discharge limits, current SDS revision, and the internal approval route used by EHS and procurement. A single product name rarely carries enough context for a confident substitution decision.
